About Andrés

Andres holds a law degree from Universidad Iberoamericana (IBERO) Ciudad de México and studied the master’s degree in constitutional law at Escuela Libre de Derecho (ELD), as well as a master’s degree in public administration at Universidad Anáhuac.

He has wide experience on amparo, administrative and constitutional litigation and specializes, among other subjects, in human rights, telecommunications, parliamentary law, democracy and transparency, and everything related with public policy and administration. He has also been involved in matters related to procedures and sanctions of the Financial System, as well as urban development and the regulation of digital platforms & TMT. Besides private practice, Andres has experience in the Legislative Branch, having served as advisor in the Mexican Senate, as well as in the Executive Branch of his native state, where he occupied different public offices. He was also a finalist candidate for Commissioner of the Transparency Guarantor Entity of Oaxaca.

He has collaborated in the study, drafting and procedure of different important constitutional trials before México’s Supreme Court of Justice, as well as in pro bono public and environmental lawsuits, such as those against the Mexico City’s Airport and Tren Maya, among others.

He is adjunct professor of Administrative Law II at Escuela Libre de Derecho and has taught the subjects “Amparo Trial” at the Universidad Iberoamericana and “Compliance and Enforcement” in the Amparo Specialization at the Universidad Panamericana. His native language is Spanish, and he is fluent in English.
